Collaborating for Ukraine's War-Affected Children

Part of our work on: Children Living Outside of Family Care

The Collaborative on Global Children’s Issues is committed to supporting Ukrainian government and civil society leaders, researchers, and international stakeholders as part of our efforts to ensure that the impact of Russia’s war on Ukrainian children and our collective obligations to respond are fully understood.

In February 2022 Russia launched a full-scale invasion of Ukraine, which has had devastating impacts on children and families. More than 7 million children are affected, having experienced violence, loss of family members, displacement, and disrupted education. Tens of thousands of Ukrainian children have been separated from their families and communities and forcibly transferred to Russian-occupied territories or deported to Russia and Belarus.

The Collaborative on Global Children's Issues has compiled this resource list to provide further background on the impact of Russia's war on Ukraine's children and efforts to respond to child rights violations. We also invite you to explore the compilation of resources, events, and work below.

Safeguarding Children from Forced Transfers and Deportation

Since February 2014, the Russian Federation has employed multiple strategies to threaten Ukrainian sovereignty, with the reported forcible transfer and/or deportation of children being among the most insidious. These actions are conducted under coercive circumstances and justified by disingenuous narratives to avoid responsibility. Collaborative Executive Director, Gillian Huebner, worked with the Bring Kids Back UA Task Force, convened by the Office of the President of Ukraine, to provide an overview of the practice of forcible transfer and/or deportation, analyze Russia’s justifications, highlight potential violations of international law, and provide recommendations for preventing future unlawful transfers, as well as locating, returning, and reintegrating children who have been removed from Ukraine.
